The lowest this guys fort save could possibly be (assuming weak fort saves from outsider (not a guarantee) is 27.

I just became the Commander of the 5th crusade and whent back to Kenebres but i cant find a way down to Kanebres underground. You can never have both. You can get Wenduag back, though, in chapter 3.
